MINOT, N.D. – Minot police say the driver in a fatal hit-and-run Wednesday night turned himself in Thursday. The 16-year old was referred to juvenile court in the death of 18-year-old Michael Fenner of Minnesota.
Since he is a juvenile, police say no more information will be released at this time.
